The classification of individual districts and municipalities with extended competence from the viewpoint of the existing or potential risks associated with further development of the industrial production constitutes a natural ground for the use of data of the regional analyses of the manufacturing industry.
INTRODUCTION
An absolute decline of the manufacturing industry performance, in terms of the added value, and subsequent drop in employment in industrial enterprises is a measurable consequence of an adverse development of the manufacturing industry production.
Serious impact of adverse trends in the field of the regional manufacturing industry production is further intensified due to the fact that industrial enterprises as a rule generate considerable demand for the services sector. It is quite natural that with the declining performance of the industry this demand drops too and the region’s socio—economic problem gets more serious.
METHODOLOGY — EVALUATION OF THE RISK ASSOCIATED WITH THE DEVELOPMENT OF THE MANUFACTURING INDUSTRY PRODUCTION
The methodology gives an overview of individual indicators, their definitions and other methodological contexts necessary for the correct interpretation of characteristics and risks associated with further development of the manufacturing industry in individual regions and districts of the Czech Republic.
RISK ASSOCIATED WITH THE DEVELOPMENT OF THE MANUFACTURING INDUSTRY PRODUCTION IN REGIONS
Two viewpoints, defined for the purposes of the Ministry of Industry and Trade, are being examined, namely economic risk and production risk.
Economic risk reflects the level of tendency of industrial enterprises in the region to experience economic problems posing a threat to the very nature of entrepreneurship and in the long term even resulting in possible dissolution of the enterprise.
Production risk reflects the level of tendency of industrial enterprises in the region to acquire characteristics of the production process incommensurable with the best enterprises in a given sector.
Subject to the significance of the manufacturing industry for a given region, however, the consequences of adverse tendencies in industrial production may differ in terms of their possible socio—economic impacts.
The weight of the calculated risk for the given region and thus possible socio—economic impact may be measured in two ways.
The first weight criterion is social significance of the industry for the employment in a given region which is the share of employees in industrial enterprises of the region in the total number of economically active population of the region.
The second weight criterion is economic significance of the industry for the generation of added value in the given region which is the share of the total book added value generated in industrial enterprises per economically active person.

THE CZECH REPUBLIC — CHARACTERISTICS AND RISKS ASSOCIATED WITH THE DEVELOPMENT OF THE MANUFACTURING INDUSTRY IN THE ENTIRE COUNTRY
The overview summarizes the results of modelling and additional counting of regional characteristics of the manufacturing industry and the evaluation of risk associated with its further development in the Czech Republic. The overview is based on the data supplied by the Czech Statistical Office for 2002 and 2003 (http://www.czso.cz).
