Decree No. 291/2001 Coll., laying down details of calculation of heat consumption in buildings, is cancelled.

The energy performance of buildings evaluated according to the Decree No. 148/2007 Coll., represents the annual delivered energy supplied to a building to meet the energy needs for heating, ventilation, air—conditioning, lighting, the preparation of hot water and operation of technical equipment. Depending on the resultant energy performance, the building is classified into classification class A — very energy efficient — to G — not energy efficient. A graphic depiction of the energy performance of building is a part of the certificate.

Project documentation for announced constructions given in section 104 and for construction proceedings pursuant to section 109 of the Building Act will contain in part B Summary Technical Report the meeting of requirements for energy performance of buildings and designation of overall energy consumption of a building pursuant to the Decree No. 148/2007 Coll., on energy performance of buildings. The evaluation will be processed by authorised engineers and technicians as part of project activity (experts need not be tested in the details of the processing of energy performance certificates).

"Document part D” of the project documentation will contain an assessment of the energy performance of building, including evaluation of possibility of use of alternative heating in new buildings, in the form of an energy performance certificate. The certificate consists of a written part and a graphic part depicting the classification of the building into the relevant energy performance class. The evaluation is processed by authorised engineers, technicians or energy auditors on the basis of a certificate issued by the Ministry of Industry and Trade.
