Pursuant to Directive 2012/27/EU of the European Parliament and of the Council on energy efficiency Member States are required to submit their National Energy Efficiency Action Plans in three year period.
The National Energy Efficiency Action Plans (NEEAP) covers significant energy efficiency improvement measures and expected or achieved energy savings, including those in the supply, transmission and distribution of energy as well as energy end—use.
First NEEAP of the Czech Republic was published in 2007, second NEEAP in 2011. Both first and second NEEAPs were compiled according to the requirements of Directive 2006/32/EC of the European Parliament and of the Council on energy end—use efficiency and energy services (ESD). General target of ESD for the Czech Republic was 9 % reduction of the annual average amount of consumption of the period 2002 — 2006 to be achieved in the period 2008 — 2016. ESD was replaced by Directive of the European Parliament and of the Council 2012/27/EU on energy efficiency (EED), which should have been transposed into national laws by 5 June 2014.
Third NEEAP includes estimations of the expected energy savings by 2020 in industry, household, agriculture, transport and service sectors. The NEEAP—III also describes policy measures in order to achieve national indicative target by 2020. The national indicative target of the Czech Republic was set at 47.78 PJ (13.27 TWh) of savings in final energy consumption. The NEEAP—III was approved by the government on 22 December 2014, resolution 1085/2014.
Fourth update of the NEEAP was prepared after the final approval of the programs financed by the European Investment and Structural Funds. Cumulative energy savings target in final consumption under art. 7 of the Directive on energy efficiency was recalculated according to the Eurostat methodology and was set at 50.67 PJ (14.08 TWh). After the assessment of the current measures of the alternative scheme an additional policy measures in household, industry, transport and agriculture sectors and on the level of local governments were added. The Czech government approved the NEEAP—IV on 16 March 2016, resolution 215/2016.
